When you want to cut down a tree, you should ask yourself if you need to obtain a permit. Also, remember that pruning can save you from having to cut down a tree. 
  
The first thing you need to know is the characteristics that make a plant considered a tree on a given territory by regulation. In Longueuil, as far as conifers are concerned, the specimen must be more than 2 metres high. In the case of a deciduous tree, it is its diameter at 30 centimetres from the ground that counts: it must be larger than 5 centimetres. If your plant does not meet these criteria, it is not a tree from the point of view of the by-law, so it is not normally affected by an application for a cutting permit. 
  
There is a separate by-law for the boroughs of Vieux-Longueuil, Saint-Hubert and Greenfield Park. It is strongly recommended that you consult the one that corresponds to your case. You will find additional information on what is considered to be slaughter. This page only provides you with summary information.

Acceptable reasons for felling trees

Please be aware that the City of Longueuil does not allow the felling of trees, except in certain limited cases. 
  
For example, felling is permitted when a tree is dead or infested with disease or an insect. It is also permitted when it poses a risk of injury to persons, damage to infrastructure or property (whether above ground or buried underground), from a safety perspective, for example, because it is planted too close to the tree or is in danger of falling. 
  
Permit applications are also admissible when a tree is impeding the construction, renovation, maintenance of infrastructure or utility networks, the decontamination of a property or the proper operation of agricultural activities. 
  
In the case of an ash tree, a cull will not be possible between March 15 and October 1, except when it is an urgently required safety measure. 
  
In addition, any felling must preserve the natural shape of the specimen to be felled and 80% of its branches. ​

Submission of Application and Certificate of Authorization

Even when the operation is allowed, you cannot cut down a tree if you do not get a certificate that allows you to do so. The certificate is only issued if your application is accepted. The Direction de l'aménagement et de l'urbanisme is responsible for this (see their contact information at the bottom of this page). 
  
You can apply for a permit online. However, you will need to have a citizen's account to complete and submit it. 
  
Documents must accompany your application. When online, they must be in PDF format and no larger than 10 MB. 
  
There is a cost for licence applications, which varies depending on the type of application, and other fees may apply. You will be aware of these when you complete your online application; otherwise contact the Planning and Development Branch for more information. 

Requested information​

The following documents must be attached to your application, in duplicate: 
  
The application form for a Tree Cutting Certificate of Approval, provided by the City, completed and signed by the applicant or a formally designated representative. 
Complete contact information for the owner of the building where the tree removal will take place. 
Contact information for the contractor. 
Photographs of the affected trees. 
The location of the trees on the property as well as the size of the buildings on the property. 
The reasons for wanting to cut down the trees, as well as the intended objective. 
When required by regulation, the proposal to plant replacement trees. 
The written opinion of a professional, such as an agronomist, horticulturist, forest engineer, or other relevant professional, who can attest to the necessity of the felling.

Evaluation of the application​

A technician from the Direction de l'aménagement et de l'urbanisme may have to analyze your request. You will even be able to follow the progress of the process online if you have opted for this means of transmission.

To apply for a permit, you must contact the Planning and Development Branch, located at 4300 de la Savane Road in Longueuil, J3Y 9G4. Their telephone number is 450 463-7311 and their fax number is 450 463-7382. The office hours are from 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m., Monday to Friday. Please note, however, that between the end of April and the end of October, the offices close at noon on Fridays. 
  
You can also contact the Citizen Service Centre at 311, Monday to Friday, from 8:00 a.m. to 6:00 p.m.
